REQUEST FOR EXPRESSIONS OF INTEREST

 TO CONDUCT CLIMATE CHANGE VULNERABILITY ASSESSMENT BASELINE STUDY FOR

INSTITUTIONAL SUPPORT FOR CLIMATE AND SEASONAL WEATHER INFORMATION FOR ADAPTATION PLANNING IN NORTHERN TANZANIA PROJECT

The Government of United Republic of Tanzania has received funds from the African Development Bank towards the cost of institutional support for climate and seasonal weather information for adaptation planning in Northern Tanzania for a total duration of two (2) years. The Executing Agencies for the project is the Vice President’s Office under the Directorate of Environment (VPO – DoE) with the Mwanga and Same districts. and intends to apply part of the proceeds of this fund to procure the Consultant who will perform the Consultancy service to review districts plan of Same and Mwanga to intergrate plans for addressing climate related drought and other immediate seasonal weather related risk at the local level.

Under this consultancy, the project aims to procure the Consultant to carry out a review districts plan of Same and Mwanga to intergrate plans for addressing climate related drought and other immediate seasonal weather related risk at the local level whereas, an outcome of the reviewing will be addressing seasonal weather risks and drought impacts associated with climate change and climate variability

The Vice President’s Office (VPO) now invites eligible Consultants to express their interest in providing the services. The interested individual must provide information indicating that, they are qualified to perform the services. The qualification required include: The expert should hold at least a Master Degree in Environmental Sciences, Natural Resources Management and climate change management, Policy Development, Strategic Planning, Environmental Management or any other relevant related field.

Please note that, this is NOT a request for Technical or financial proposals. After a review of Letter of Expression of Interest, a short list will be prepared and the individual who will demonstrate to have more capable of undertaking the assignment will be invited to submit their technical and financial proposals.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance Selection Based on Consultant’s Qualification (CQS) using the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 edition revised in July 2012, which is available on the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any consultant who expresses interest.

Interested consultants may obtain further information from 08.30 to 15.30 Hours local time (Monday to Friday) exclusive of public holidays in the office of the Secretary of the Ministerial Tender Board, Vice President’s Office.

Expression of Interest must be delivered by email in pdf format (E-mail:  ps@vpo.go.tz or sealed envelopes by hand or by courier to the Secretary of the Ministerial Tender Board, Vice President’s Office, Jakaya Kikwete road, third floor room, NHIF Building – Dodoma.  The outer envelope must clearly be marked “NOT TO BE OPENED BEFORE 10:00 hours, local time on 30th August, 2019.
